Blood Raven

Blood Raven is a former member of the Sisterhood of the Sightless Eye, who has been corrupted by the demonic influence of Andariel.

Kashya informs you that her scouts have discovered Blood Raven in the Burial Grounds, who is rasing an army of rogues from the dead. Kasya charges you with the task of stopping her. Blood Raven will fight using hit and run tactics, by firing an arrow, then running a few steps away. She has the abilities to shoot flaming arrows, and summon Hungry dead.

Blood Raven can be found in the Burial Grounds, and area off the Cold Plains. In the middle of the area, you will find Blood Raven surrounded by an army of Hungry dead. Killing her is the objective of the Sisters' Burial Grounds quest.

[edit] Tactics
This is definitely one of the hardest bosses for low level characters, she will be a very good barometer of your overall skills and tactics. First off, bring as many potions as your belt can handle, and ample town portal scrolls to get back to town when the going gets tough. When you've got all the needed provisions, set off towards the burial grounds.
Once you arrive, Blood Raven will open up on you with normal arrows, and fire arrows. If at all possible, swerve out of the way of the normal arrows, and the fire arrows especially. They can take down your health very quickly if you take several in a row.
When fighting her, she will constantly raise undead minions. However, the zombies are very slow, and Blood Raven will move around lots, making it easy to simply ignore the zombies and focus on Blood Raven.
As for actually taking her down, try to corner her if you're a melee character. Summons will help this process along, and will make it impossible for her to use her signature hit and run tactics. Once you've got her cornered, keep popping health potions while slugging it out. Break off the attack if things aren't going your way, you can always corner her again.
If you're a ranged character, use the range to your advantage. By this, I mean use that extra range to dodge her arrows easier. If you've got considerable distance between you and her, you can easily judge where the arrow will end up, move to the side, shoot off your own ranged attack, and repeat.
Once she falls, she will emit a series of lightning bolts that will eliminate any remaining undead, hence the aforementioned "ignore them" :D.

Blood Raven was voiced by Lani Minella, who also provided the voice for Adria the Witch and Wirt the Peglegged Boy in Diablo I, and for Andariel, The Countess, Malah and the Ancients in Diablo II.
